Every RC sailing forum are full of questions about how to do and display these identifications ; this results in misdisplays, in omiting some mandatory identifications (mostly on gibs)...

Therefore, the target was to enforce a uniformisation of Sails Identifications with full details. 

I hope this will help reducing unnecessary questions on national forums.

Of course the real application of these rules relies on every NCA/NCS, their measurers and competent people.

1. Length - Maximum length has not changed, but we propose to remove the minimum length
2. Maximum height of rig - Unchanged limit of 110cm, not we just define how to measure it
3. Maximum sail area - Not changed from 2,250sq cm.
4. Number of keels and rudders - not changed
5. Bumper - unchanged from a minimum of 0.4cm, but we have removed the maximum length (0.6cm)

So the fundamentals are exactly the same

only 1 new restriction.

"All materials used shall be legally and commercially obtainable and usable without restriction in the territory where the boat is being operated."

Just to make sure we stay legal....I don't want to sail with a boat with enriched uranium.... ? 

There 17 countries how have joined the ICA World council and many more that the ICA is engaged with.

Because so many countries and sailors want to to put their spin on the rules we have had to often come up with a compromise.

In many cases we have just had to apply some common sense.

So when you review the rules, please consider the "big picture" but if there is anything that you believe the rules do not properly cater for, please give us that feedback.

We are therefore confident that these rules reflect the needs of most, if not all, the 17 countries that have already joined the World Council as well as those Nations who are in the process of doing so.

Not only is this bad for you, but you could make it bad for everyone.

You would be entitled to protest the race committee and have the whole event abandoned.

When drafting the 2022 rules proposal we did not consider adding a maximum depth/draft  (60 to 65cm) which would allow event organisers to always ensure that they provided enough water depth, but after consulting with many of you it was decided not to do this, but only "allow" event organisers to specify a maximum depth IF they envisaged a problem.   By doing it this way it would not impact anyone who wanted to try a very long keel on an RG65

Until the RG65 ICA World Council votes to accept them the 2014 Rules are still the official class rules.

Item 5.2.1 of the 2014 rule

"No part of rig will extend beyond the bow nor beyond the stern of the boat nor to more than 110 cm over the sheerline at the point of coincident with the mast position".

The draft 2020 rules simply change the measurement point on the Hull to be "at least 1 point on the centreline"  That "1 point" can be anywhere along the centreline, not just where the mast intersects with the deck.

It is true that the RG65 first started life as a 65cm boat in South America, born out of the free-saling G65.   But, to help builders, a tolerance was permitted of +/-0.5cm.   So that means that the hull could be 65.5cm long.

After a while it was decided that these boats needed a rubber bumper on the bow to stop boats form being damaged in a collision.   Rather that expect everyone to change their existing hulls it was agreed that the 0.5cm rubber bumper could be added to the front of the existing hull.   Once again, to help builders, it was agreed that a tolerance was allowed for the bumper of +/-0.1cm, therefore allowing a bumper to be up to 0.6cm long.

Add maximum hull and bumper and you get 65.5 + 0.6 = 66.1cm.  

So, nothing has changed in the length measurement, only the way it is defined.

There are a number of things that have made them "longer" including:

• The rules are now formatted with headings and sub heading to make them easier to search and read.  This layout has significantly increased the length of the document
• There are now a lot of definitions and abbreviations that are lists to help everyone have a consistent understanding of the rules.
• All the Sail Measurement, Sail Identification and Certification documents are included in this single document rather than being spread through separate documents
• The 2014 left a lot of things "open to interpretation" and we have sought to clarify as many of these as we can.

We are sure that once you have reviewed this document you will have a clear understanding of the Rules.  We have tried to make them very easy to understand
